PHP is best suited for the purpose it was designed for, namely web applications programming.  By being embedded into output files, PHP can just as easily be used for the simplest of applications, such as displaying the current date and time on every page, as it can the most complex ones, such as providing an online marketplace.  In both cases, PHP and HTML code are able to remain readable and easy to adjust.  Whereas other languages used for web applications development such as Java and Python may just as easily be used for developing other types of software, PHP's specialization in web applications development allows it to take advantage of built-in functionality oriented to the task instead of needing to import external software libraries to access necessary functions.
